The impact of cooperation in individual sectors depends primarily
on the targets set. Viewing joint ventures between German and Indian
companies primarily in terms of capital and technology transfer is bound
to yield a positive appraisal. On taking into account other indicators, such
as environmental impact or even distribution patterns, the appraisal is not
likely to be as encouraging. Similarly, in the context of development
cooperation we face up to the issue of developmental priorities and terms
of reference, which means clarity as to which sections of society or which
sectors shall be promoted.

Finally, it must be pointed out that some light needs to be thrown
on the interrelation among various spheres of economic cooperation.
Thus, the question whether there exists a winner-loser-syndrome in the
framework of bilateral trade relations between Germany and India
scarcely finds an answer. The lack of transparency is bound to be
reinforced as the single EC-market is established and expanded. The need
for greater transparency and clarity of goals requires of India that while
negotiating its transformation process it highlight the contours of the
model which it intends to adopt in its march towards market
economy.
