research and technological joint ventures. In the scientific-techno
logical cooperation the focus is on nuclear and non-nuclear energy
research, medical research (cancer research), space research, ocean
ography (e.g. Antarctic research), biotechnology and aeronautics.
The choice of these thrust areas in the Indo-German cooperation
underlines its hightech and futuristic character. There is scientific
cooperation also in the field of renewable sources of energy, e.g. solar
energy, wind energy and biogas.' It is particularly in the domain of
space and nuclear research that a qualified exchange has been taking
place.

A few critical remarks on this area of cooperation are as
follows:

  • In the case of the areas of research listed above, the Indian
    side has not taken national cost-benefit relations suffi
    ciently into account. There is little room for doubt that a
    number of research activities are conducted with German
    support primarily for reasons of prestige.
  • Little care is taken to translate the outcome of research in
    commercial applications thus leading to misallocation of
    research resources (highly qualified human and material
    resources).

A revision of the technology policy is thus called for. It
should more than ever be guided by conditions of domestic
market and realistic chances of export for India. Export
prospects will in future, too, continue to be bright in pro
cessed agricultural products, high-tech capital goods, ser
vices such as software and engineering consultancy.

Therefore, also in relation to Indo-German cooperation, Indian
research and technology policy should be more concerned with
adapting industrial technologies to specific Indian environment
(downscaling)20. This would open up new perspectives also for the
South-South trade. A rather lopsided policy aimed at promoting
sophisticated technology, but attaching little importance to applica
tion of the same, strengthens domestic dualism and thereby impedes
economic development. Also, it does not help in the expansion of
export economy. Kalyani brings two main aspects to our notice:
"What is necessary is to ensure that the recipient can absorb the high
technology that is being transferred. Care must also be taken to see that
technology is appropriate and that it can be blended with traditional
technologies."21
